军民融合式军队科技人才培养激励机制研究
Incentive Mechanism for the Cultivation of Talents in Civil-military Integration
【摘要】 以提高军队科技人才战斗力与降低军队科技人才培养成本为目标构建军民融合式军队科技人才培养激励模型,求解并分析非对称信息下最优激励机制设计问题。通过因素分析,得出如下结论:(1)在特定条件下,最优激励系数是地方高校风险规避度、波动方差的减函数;(2)最优激励系数是军队科技人才战斗力水平重要性以及地方高校两种努力程度互补水平的增函数;(3)最优激励系数是单位努力成本的减函数。最后通过数值分析验证了文中的主要结论,并结合实际提出了具有针对性的政策建议。
【Abstract】 Cultivation of talents in civil- military integration is a major movement for the sake of the worldwide military reform and improving the effectiveness of the army. In view of multi- task and multi- objective characteristics of cultivation of talents in civil- military integration,it constructed an incentive model,based on multitask principal- agent theory,aiming at both improving the effectiveness of military talents and economic performance. It solved out the model and analyzed the influencing factors,from which it drew the conclusions as follows:( 1) The optimal incentive coefficient is decreasing in the risk aversion degrees of the university and the output variances under some specific conditions;( 2) The optimal incentive coefficient is an increasing function of both the weighting coefficient and the complementary level of the efforts;( 3)The optimal incentive coefficient is a decreasing function of the marginal cost of the efforts. Finally,numerical simulation was carried out to verify the conclusions and the practical suggestions were provided in the paper,which took fully advantage of cultivation of talents in civil- military integration and perfected the system of cultivation of military talents.
