【摘要】 政府与市场的关系既是经济理论研究的焦点,也关系着我国社会主义市场经济健康持续的发展。基于行业生命周期理论,依据碳金融交易市场的特征,将其生命周期划分为幼稚期、成长期、成熟期、均衡稳定期四个阶段。在幼稚期,政府应尊重市场规律,在国际协商与国内谈判中发挥主导作用;在成长期,应充分发挥市场在价格发现、资源配置等方面的决定性作用,匹配合理的价格双边安全阀,维护碳金融交易市场的平稳运行;在成熟期,政府和市场应发挥各自比较优势的协同效应,共同致力于提升本国碳金融交易市场的国际竞争力,推动全球统一的交易平台的建立;在均衡稳定期,应以市场功能为主、政府引导为辅,推动碳金融交易由一个均衡状态向另一个均衡状态过渡。更多还原

【Abstract】 Economic debate,w hich also has great influences on the sustainable and healthy development of China.We introduce industry life circle theory into the carbon finance transactions. With theoretical analysis and empirical methods,w e find that in the early stage,the government should respect the market rules and play a key role in the international and domestic negotiations; in the grow th stage,the market should play its decisive part in terms of price discovery and resource allocation w ith the safety-valve in both sides to promote the smooth operation of the carbon finance market; in the mature stage,the government and the market should take advantage of their comparative advantage respectively and explore the synergistic effect to enhance its international competitiveness and promote the establishment of a global trading platform; in the stable equilibrium stage,the market should play the leading role supplemented w ith government guidance to promote the carbon finance to transit from one equilibrium to another.更多还原
