【摘要】 随着新型城镇化的推进,国内推广应用公私合营(PPP)模式的热情高涨,然而PPP项目的风险因素众多且复杂多变,相关政府部门、金融机构和咨询公司等一直探索着如何进行有效的PPP项目风险评价。本文基于德尔菲法进行问卷调查,结合城镇化背景的特点设计PPP项目风险评价指标体系,采用优化的模糊层次分析法构建了基础设施的风险评价模型,并以莘庄CCHP项目为例构建了11个一级风险因素指标和35个二级风险因素指标评价体系,最后通过算例分析验证了风险评价模型的实践应用性较强,为PPP项目的风险决策和管理提供准确的参考依据。更多还原

【Abstract】 With the advancement of new type of urbanization,and recently popularization and application of PPP model shows high enthusiasm in domestic. However,due to large and complex risk factors of PPP projects,the relevant government departments,social capital,financial institutions and consulting companies have been exploring that how to evaluate the PPP project risk effectively. This article is based on Delphi expert questionnaire survey method,and design the PPP project risk evaluation index system combining with the characteristics of urbanization background,then,optimized fuzzy analytic hierarchy process was used to construct the risk evaluation model of infrastructure. And it takes an example of Xinzhuang CCHP project as an example to build the 11 primary risk factors index and 35 secondary risk factor index evaluation system. Finally this strong practical applicability risk evaluation model is verified by an example of practical application,and provides accurate reference for the PPP project risk decision and management.更多还原
