【摘要】 目的 总结五年来中国心理援助热线电话试点工作运行现状和建设工作中存在的问题及解决办法,为进一步推进试点工作和制定相关政策提供依据。方法 选择截止2013年底已建立热线的19个省(区、市)26个城市的心理援助热线机构作为研究对象,收集其工作报表、年度工作总结和专家督导意见等资料进行现状分析。结果 目前初步建立了中国心理援助热线服务网络,基本形成了国家卫计委牵头、省市两级卫生行政部门分别负责具体工作落实和监管,承担热线医院负责业务实施的三级联动工作模式。掌握了群众对心理健康的现实需求,对线下业务工作起到了一定指导作用。仅2013年,各热线被访问总量就达20.7万人次,主要问题集中在情绪问题(14.3%),子女教育问题(8.5%),婚姻问题(7.3%),并提供了与公安、民政等部门联动处理危机事件的便捷途径。结论 心理援助热线是解决群众心理健康方面问题的重要手段之一,通过政府主导建立、运营公益性心理援助热线是可行性的,在今后工作中需加强管理与投入、人员培训、专业督导和宣传指导,以进一步推进热线工作在全国的开展。更多还原

【Abstract】 Objective Summarize status and the problems existing in the construction and solution about five years of mental assistance hot-line pilot projects,aim to further promote the pilot work and provide evidences for the policy making.Methods Selection mental assistance hot-line institutions in 26 cities of 19 provinces as study objective.We collected their work chart,annual summing-up report and expert advise data for analysis.Results The network of Chinese mental assistance hot-line has been setting up,three level work mode that Ministry of Health as a leader,health administration department of province in charge of running and monitor the program,hospital in these area provide hot-line services has been formed.They master the public needs of mental health,guide the line-off job.In 2013,the hot-line serviced for 207,017 people,problems focused on emotion problem(14.3%),children education(8.5%),marriage(7.3%),set up a quick channel for police,civil ministries.Conclusions Mental health hot-line is important method to solve public mental health problem.The mental health hotline is available through government leading and running.It needs increasing invest and management,employee training,professional supervisor and advertisement to expand that program in the further.更多还原
