【摘要】 省级政府教育统筹综合改革试点是当前国家教育体制改革试点重要内容,在整个改革试点工作中最具综合性特征,旨在省域范围内深化教育管理体制改革,探索政校分开、管办分离实现形式,探索建立健全地方政府履行教育职责的评价制度,探索建立督导机构独立履行职责的体制机制,为国家教育体制改革积累经验,提供思路。试点单位包括:北京、上海、广东、新疆、云南、安徽、深圳7个省(自治区、市)。对7个试点省市省级政府教育统筹综合改革试点项目任务书进行了分析,重点分析了任务书中改革措施和风险及预案两方面内容,提出循序渐进地推动综合改革、加强政策的落实和体制机制的完善、明确权力与责任的划分、转变政府教育管理职能4项政策建议。更多还原

【Abstract】 The provincial projects of education reforms serve as key to the institutional reforms in education nationwide,committed to further reforms on the education management,institutions,assessment,and supervisions in the provincial level.The project areas include Beijing,Shanghai,Guangdong,Xinjiang,Yunnan,Anhui,and Shenzhen.This paper studies the project feasibility reports,revealing the measures and risks in addition to emergencies of the each of the project areas.Four proposals are put forward.更多还原
