【摘要】 补贴在学生贷款政策中发挥着关键作用。本文利用DEA模型对2005-2011年中国学生贷款的补贴效率进行了定量评估。在考察期间,中国学生贷款补贴的综合效率体现出良好的水平。但是,各省之间的规模效率和纯技术效率存在着较大差距,制约了学生贷款补贴效率的整体提高,需要进行相应的政策优化。政府必须对财政贴息的发放标准和方式进行调整,使有限的财政资金真正用到实处。与此同时,应加强学生贷款风险补偿金的过程监控,提高财政补贴的管理效率,协调好中央政府与地方政府之间的补贴权责。更多还原

【Abstract】 The paper employs DEA model to evaluate the efficiency of student loan subsidies between 2005 and 2011 in China. In general, the comprehensive efficiency of student loan subsidies reached a good level during the investigation. However, there was a relatively wide disparity in pure technical efficiency and scale efficiency of student loan subsidies between provinces. To enhance the efficiency of student loan subsidies, it is imperative to further improve the finance discount policy, strengthen the supervision on loaning procedure, and share responsibilities between central and local governments.更多还原
