【摘要】 我国已经进入老龄化社会,养老问题成为一个亟待解决的社会问题,而解决好养老用地问题是妥善解决养老问题的关键。研究显示:我国目前有居家养老、社会养老和社区养老3种模式,大规模集中养老不符合我国国情;《养老服务设施用地指导意见》从范围和土地用途、供地计划编制、分类供应和管理、监督管理等方面对养老服务设施用地进行了规范,但仍存在供地方式与用地属性不符、监管规定不完善、法律层级低等问题。在上述分析基础上,本文对国土资源管理部门、相关企业、媒体和社会公众应对策略提出了意见和建议。更多还原

【Abstract】 China has entered the aging society. The pension issue has become a social problem to be solved urgently. Effectively meeting the land-use demand for pension service facilities is the key to properly resolve the pension problems. Research shows that there are three kinds of pension ways in China: family pension, social pension and community pension. Large-scale centralized pension does not comply with China’s national conditions. The Guidelines on Land Used for Pension Service Facilities provides management regulations of land used for pension service facilities in terms of the scope and use of land, land supply planning, supply and management according to the type as well as supervision and management, but some shortcomings such as the inconsistency between land supply modes and land-use properties, imperfection of oversight and management and low legal level of the regulation. Based on analysis of the above problems, this paper puts forward opinions and suggestions on the countermeasures for the administrative department of land and resources, relevant enterprises, media and the public.更多还原
