试论中国大学组织理性的背离与回归
A Study of the Deviation from and Return to the Organizational Rationality In China’s Universities
【摘要】 组织社会学认为,组织理性与组织使命密切相关:二者相一致能促进组织完成使命,实现目标;相反,二者相悖则会阻挠和破坏组织完成使命,远离目标。当前,中国大学出现了组织理性背离使命的现象,表现为大学自治虚化、学术权力弱化和社会责任淡化,给步入大众化阶段的中国高等教育造成了不良影响。大学组织理性回归于大学使命应从三个方面入手:一是在政府层面上,要深化教育体制改革,落实和扩大大学自治权,从制度上为大学组织理性回归提供保障;二是在大学层面上,要坚守大学精神和大学理念,摆正行政权力和学术权力的关系,克服现存的行政化现象;三是在社会层面上,要大力倡导和培育崇尚科学、尊重知识、尊重人才的思想文化,使之真正成为全社会的"共享观念"。
【Abstract】 The organizational sociology points out that organizational rationality is closely related to the organizational mission: if the two are consistent, they can help the organization to achieve the goal; instead;if twos are at odds, they may obstruct and disturb the organization to in achieving its mission. At present,there has appeared a deviation in university organizational rationality, showing itself as the indistinct university autonomy, the weakened academic power and social responsibilities not assumed. It produces a bad influence on the growth of higher education in China. To restore university organizational rationality,there are three suggested routes. First, the government should deepen the reform of education structure, carry out and expand university autonomy, and provide system protection for the restoration of university organizational rationality. Second, the university should adhere to the university ideals and missions, properly balance the relations between administrative power and academic power, overcome the existing administrative-centered phenomenon, and guarantee academic freedom. Third, the society should advocate and cultivate the culture of respecting science, knowledge, and talent, making it the shared values of the whole society.
