【摘要】 恐怖犯罪,也称"暴恐犯罪活动",是指刑法规定的,以极端恐怖的方式,使用暴力手段实施的具有严重社会危害性的,且应受刑罚处罚的具有特定意义的犯罪行为。暴力恐怖犯罪主要涉及主体、目的、手段、对象和后果等基本要素。暴力恐怖犯罪具有作案动机独特、作案手段残忍、既有预谋性,又有突发性等特点。面对反恐工作极其复杂严峻的新形势,公安机关要加强领导,完善机构机制,着力整合资源、强化情报工作、侦破大要案、加强巡逻防控、提高处突能力,全面提升反恐对策水平。更多还原
