【Abstract】 This paper elaborates the provisions on the purposes of the public benefi ts of the related international conventions on the human rights, which China has ratifi ed and signed but yet ratifi ed, analyzes the status quo of the Chinese laws related to online regulation, i.e., laws have complied well with the public benefits’ value orientation while administrative regulations as well as administrative rules, regulatory documents and local government rules have departed from that value.
