官僚制控制体系的失灵与变革——通过任务型组织的建构寻求出路
On the Failure and Reform of the Bureaucratic Control System:A Task-oriented Organizational Approach
【摘要】 在社会寻求自身组织化的同时,组织也在进行着自身的建构活动,其典型形态是官僚制组织。在低度复杂性和低度不确定性的社会环境中,官僚制组织的运行逻辑是通过封闭性、层级化,以及碎片化来建构自身强大的控制体系,从而将一切可以确定化的不确定性吸纳到系统内部,而将一切不可确定化的不确定性拒之门外。然而,随着社会环境的复杂性和不确定性的迅速增长,这种控制导向的思维方式和行动逻辑开始失灵了,为此,在复杂性社会条件下,变革官僚制组织也逻辑地指向了通过任务型组织的建构实现从官僚制组织向合作制组织的转型。
【Abstract】 In the process of organizational building,organizations seek to build their own control mechanisms.Bureaucracy is one of such organizations.In low complexity and low uncertainty situations,bureaucratic organizations seek to control themselves through closeness,hierarchy,and fragmentation.However,in social environment where complexity and uncertainty are rapidly growing,this control-oriented way of thinking and action logic does not work.A more task-oriented organizational form needs to be in place to ensure proper function of the organization.
