工程教育必须重视基础性协同创新能力建设——基于高校实施“基础研究青年人才培养计划”的实践分析
The Building of Fundamental Collaborative Innovation Capacity must be Valued in Engineering Education
【摘要】 高校作为创新能力建设的主力军之一,需要采取措施,实施人才战略,统筹基础研究、应用开发、成果转化、产业发展等环节,更加主动有效地服务于经济结构调整和提质增效升级。本文通过高校实施"基础研究青年人才支持计划"的实践分析,对该计划出台的背景、计划内容,支持对象以及实施的初步成效进行了梳理,探讨建立科学的激励机制,有针对性地创新选拔评价制度,营造宽松的研究氛围,支持基础研究,搭建协同创新和成果转化平台。
【Abstract】 As a major power in innovation cultivation,higher education institutions should offer more talents to engage in fundamental research,application development,achievements transformation as well as industry development,in order to serve economic structure adjustment and quality improvement better.This paper aims to discuss upon the fundamental research of young talents project,especially its background,target and effect,for the purpose of facilitating possible incentive mechanism,collaborative innovations and achievement-transformation platforms.
