【摘要】 党的十八大以来的法治改革设计和近期召开的中央第六次西藏工作座谈会都把依法治藏作为治藏方略的重要原则予以确认,而与时俱进与法治化的拉萨市民族立法工作是贯彻落实该法治顶层设计的有效措施。拉萨市民族立法在健全中国特色社会主义法律体系、构建一体多元式的民族法制体系、实现民族利益法治保障的具体化等诸多方面已经取得了很好的效果,但在立法领域、立法时机、立法协调、立法特色等方面仍有许多可提升的空间。通过科学分类编制与实施立法规划、提升立法的民族性、地域性与前瞻性、广泛开拓与吸纳公众参与民族立法、从经费保障等方面提高立法能力等措施,可以有效破解民族立法的困境,促进法治拉萨、依法治藏及法治国家的建设。更多还原

【Abstract】 Governing Tibet by law to be confirmed as an important principle by The Eighteenth National Congress of the CPC and Central sixth Tibet Work Forum. The Lhasa ethnic legislation is the top level design for governing Tibet by law,and which is the effective measure for it. Lhasa ethnic legislation has already achieved good results at the perfecting the socialist legal system with Chinese characteristics,and the establishment of single unit with pluralismethnic legal system,and to realize the protection of the ethnic interests by law,and so on many aspects.But there are still many can be promoted such as the areas of legislation,opportunity of legislation,coordination of legislation,characteristics of legislation and so on. Thereby through the measures of scientific classification system,implementation of the legislation plan,improving legislation capacity by financial support,to attract public participation in ethnic legislation,and strengthen the forward- looking of legislation can effectively solve the plight,and promote the rule by law in Lhasa.更多还原
