【摘要】 无论在理念上还是实际工作中,循环经济理论和实践对我国城市生活垃圾减量化都有内在的诉求。从循环经济视角看,我国大部分城市生活垃圾治理呈现结构失衡状态,体现在治理路径末端化、垃圾循环利用形式化、源头减量边缘化和治理机制之间的结构性失衡。其主要原因在于对城市生活垃圾治理认识、治理重心、治理核心环节资源配置以及治理工具等方面存在偏差。我国要以循环经济模式构建新的城市生活垃圾治理机制,需要在治理路径、法律义务主体、减量化行为模式、杠杆规制点和规制工具等方面进行法律调整。更多还原
