【摘要】 中国市场经济的不断发展与政府职能转变的加快推进,促使商会的重要性日益突显,商会的"中国特色"及其与国外商会的比较优势正备受各界所重视。本研究基于国际比较视角的考察,试图深入到现代商会与国家治理的深刻互动这一关键层面,以避免中外商会的表象化比照,认为现代商会发展与公共秩序建构的复杂关系,不仅基于行业秩序的规制,更与国家政治体系紧密契合,扎根于特定的国家政治生态之中;基于此,逐步深入揭示全球范围内现代商会发展在社会风险防范与经济活力激发等方面渐次展开的逻辑图景。就前者而言,主要面对信任缺失、社会不公、文化隔阂等风险,促进社会信任、社会公平与社会融合;就后者而言,是现代商会的传统职能之一,当前更进一步拓展,以商会组织体制革新促进多维关系调整、以商会资源配置优化促进创新能级提升、以商会双向利益交互促进战略空间拓展。与西方商会相比,中国特色商会更具有沉厚的文化软实力与活跃的区域协同力,构成独特优势。基于历史与国际的视角对现代商会与国家治理关系的分析,不仅有助于深化对中国特色商会统战性、经济性、民间性"三性统一"的认识,更有助于明确中国商会的特色优势,增进制度自信、道路自信,也有助于进一步探明商会发挥重要作用的可能路径。更多还原

【Abstract】 The continuous development of China’s market economy and acceleration of the transformation of government functions prompted the importance of the Chamber of Commerce to highlight the growing as increasingly prominence. The basic characteristics of Chinese chamber of commerce and the comparative advantages between foreign chamber of commerce and Chinese chamber of commerce are becoming the focus of related research fields. The investigation of the international comparative perspective in this research tried to go deep into the critical level for the profound interaction of the modern chamber of commerce and the national governance. So this research could avoid the surface contrast of Chinese and foreign chambers of commerce. Based on this,we can reveal the logical picture that the development of the modern chamber of commerce in the worldwide gradually unfolds in the construction of public order,social risk prevention and economic vitality excitation. This not only helps to deepen the understanding of the basic characteristics of the "three unity " —united front,economy and the civil,but also helps to clarify the characteristics and advantages of Chinese chamber of commerce and the possible path that it further plays an important role with.更多还原
