【摘要】 乌蒙山区是国家新一轮扶贫开发重点地区。乌蒙山区精准扶贫要解决好贫困家庭与非贫困家庭识别、"大水漫灌"与"精准滴灌"的关系、兜底救助与精准扶贫的关系、当代脱贫与贫困代际间传递、贫困户脱贫规划的可操作性、扶贫专项资金拨付的技术性等问题。建议重新审视贫困标准,建立动态管理机制,夯实基层政权组织,阻隔贫困代际传递,加大生态补偿力度,发展社会养老事业。更多还原

【Abstract】 Wumeng mountain area is one of the key development areas under the new round of aiding the poor. In order to perform a precisely-targeted poverty alleviation program in Wumeng mountain area,we should solve the following problems: telling the poor family from the non-poor one; the relation of "broad irrigation"and "dripping irrigation"; the relation of providing basic aid program and aiding the targeted poor to get rid of poverty; operability of current poverty elimination,generational transmission of poverty,the feasibility of the program of helping low income families to get rid of poverty and technical problems on the special funds appropriation for helping the poor. Suggestions for the above problems are given below: re-examining the poverty standards; establishing dynamic management mechanisms; consolidating the government organizations at the grass roots; prevent the generational transmission of poverty; intensifying efforts to provide the ecology compensation; promoting the social pension for the elders.更多还原
