【摘要】 城乡结合部土地利用与规划建设协同的政策导向可为城乡结合部健康发展提供规划建设模式基础与土地利用机制设计的路径选择。通过城乡结合部发展阶段的研判、规划建设模式现实问题的解析与评价,提出了城乡结合部规划建设的土地收储、村企合作、自主改造与全征全转4种优化模式框架及其相应的土地利用与规划建设协同的政策导向。已有的城乡结合部规划建设模式多是基于集体土地利用机制优化设计发展而成,且在不同实施层面的实施难易度、农民满意度、社会认可度等方面存在较大差异,而土地利用政策导向设计是保障城乡结合部规划建设模式实施的有效推手。更多还原

【Abstract】 The purpose of this paper is to provide the routing selection of land use mechanism design and the mode foundation of planning and construction for promote the healthy development of rural-urban continuum. In this study,based on the judgments of the stage of development,analysis and assessing of the real problem of planning and construction in rural-urban continuum,the paper presented the optimization mode frame of planning and construction in rural-urban continuum,includes the land reserve,village-enterprise cooperation,self-transformation,total imposition and full,and propose the land use policy guidance with the mode. The existing mode of planning and construction are mostly explored and developed based on collective land use optimization design in rural-urban continuum. The performance efficacy are different at different levels of implementation difficulty degree,farmer satisfaction degree and social recognition degree. The land use policy guidance design is an effective driving force to implement the mode of planning and construction in rural-urban continuum.更多还原
