【摘要】 当前我国高等教育综合改革正进入实质推进期,政府旨在通过简政放权来构建高校与政府之间的新型治理关系,进而扩大高校的办学自主权。2004年开始的日本国立大学法人化改革产生了很大影响,其系统化的顶层规划和设计、政府对高校相对灵活的财务与人事管理方式、严格规范的监督与评价机制以及强化高校内部治理等经验举措,对我国当前调整构建政府与高校之间新型治理关系提供了有益借鉴。更多还原

【Abstract】 The current higher education reform in China is entering the substantive advanced stage,the government aims to construct new governance relationship between universities and government through decentralization,and then expand the autonomy of higher education institution.The Corporation Reform of Japanese National Universities,which begins in2004,has great significance,its systemic top planning and design,relatively flexible financial and personnel governance pattern on higher education institution,strict supervision and evaluation mechanism,strengthened internal governance measures offers useful lessons to adjust the new relationship between government and universities.更多还原
