【摘要】 社会公平问题是当前我国社会经济发展面临的一个重大问题。现阶段公众社会公平问题主要集中在以下方面:收入分配差距逐渐拉大;社会保障制度不健全;未能形成保障社会各阶层利益的住房制度;环境公平问题突出等。社会公平的实现核心在于利益的合理分配,而走向公共政策的空间规划是公权力在实现经济、社会、环境平衡发展时体现效率和公平的一种重要调控手段。它通过资源空间配置有助于缩小区域发展差距、实现城乡统筹、基本公共设施均等化以及住房公平化。更多还原

【Abstract】 Social fairness is one of the major problems in China’s current socio-economic development.At present,the problem of public social fairness mainly focuses on the following aspects:the gradually widened income distribution gap;the defective social security system;the lack of a housing system that guarantees the interests of all social classes;the prominent environmental fairness problem,etc.The core of realizing social fairness is the reasonable benefit distribution.And the primary function of spatial planning,which is developed toward public policy,is an important control measure that realizes efficiency and fairness of public power when it is used to regulate economic,social and environmental development.It may contribute to narrowing down the regional disparity,realizing overall urban-rural coordination,equalization of infrastructures,and housing fairness,through the spatial allocation of resources.更多还原
