【摘要】 从经济基础理论对城市功能与城市性质关系的论述出发,对首都功能及疏解若干问题进行了分析,将北京大城市病问题的深层原因归结为现状城市功能与首都核心功能的偏差,指出功能疏解是实现北京城市功能与首都性质及核心功能匹配的必然要求。基于功能疏解与首都经济圈规划的内在联系,重点对北京应当保留和疏解哪些功能、功能疏解的区位选择和区域政策工具选择等问题进行了研究,提出了规划思路、实施路径及相关政策建议。更多还原

【Abstract】 This paper discusses the relationship between urban functions and the nature of a city on the basis of basic economic theories and then analyzes issues concerning a capital city’s functions and their transfer, boiling down to the idea that urban diseases in Beijing are caused by the deviation of its urban functions from a capital city’s core functions. Accordingly, it points out that the function transfer is an inevitable way to match Beijing’s urban functions with the nature and core functions of a capital city. Based on the internal link between urban function transfer and capital economic circle planning, the paper focuses the research on such issues as: which functions should be kept or transferred; how to choose locations and regional policy tools. Finally, it puts forward related planning ideas, implementation methods, and policy suggestions.更多还原
