【Abstract】 In comparison with the ground project that has an increasingly complete implementation and administration mechanism, there are still deficiencies in the mechanism of underground pipeline planning administration, an integral part of urban planning management system. From the perspective of planning implementation and management, this paper analyzes two characteristics and four issues concerning the current underground pipeline planning administration mechanism. In combination with the development trend, the paper proposes the goal and principle of the underground pipeline planning administration mechanism optimization. Based on that, it puts forward four key points for improving the underground pipeline planning administration mechanism from the perspectives of the organization, operation, and supporting mechanisms.更多还原
