【摘要】 电力体制改革是关系国家能源安全战略和经济社会可持续发展的全局性、方向性、战略性命题。本轮电改要以绿色低碳为方向,建立健全能源法治体系,一要改革观念,新一轮电改本质上不是上一轮电改的延续,而是打造一个新型电力治理体系;二要改革重建电力规划体系,建立以综合资源规划为核心的国家电力规划设计体系和实施体系;三要改革传统电力供应体系,推动重大技术路线、产业结构和商业模式创新转型;四要改革电力企业的功能定位,充分发挥其在能源革命中的作用;五要改革法规制度,建立市场导向的旨在实现绿色低碳目标的法规、政策、监管框架,构建国家新型电力治理体系。更多还原

【Abstract】 Electric power system reform is closely related to the national energy security strategy and the comprehensive,directive strategic proposition of sustainable economic and social development.The electricity changes must follow the principle of green low carbon,establish and improve the energy of the rule of law system. One is the reform idea which a new electric change is not the extension of last round on electricity,but rather to build a new type of electric power management system. Second is that the reform and reconstruction of power planning system,which regards the establishment of integrated resource planning as the core of national electric power planning and designing system and implementation system. Three is that to reform the traditional power supply system,to promote the major technical route,to promote industrial structure and transformation of business model innovation.Four is that to reform the function orientation of electric power enterprise,and to give full play to the role in the energy revolution. Five is that to reform the system of laws and regulations to establish market-oriented aimed at achieving green low carbon regulations,policies,regulatory framework,and to construct a new national governance system of power.更多还原
