【摘要】 运用文献研究和专家访谈等方法,基于公共供求关系视域对城市社区体育公共服务分层及特征进行分析。研究发现,遵循公共供给须适应公共需要的基本规律,按照一定的分层标准,可将城市社区体育公共服务分为保障型和发展型的城市社区体育公共服务,2个层次在整个城市社区体育公共服务体系内部所占比重将随着经济社会发展水平和体育公共供求关系的变化而发生动态改变,且后者将随着政府财政实力的提升、政策支持的完善、区域经济社会发展水平的变化和历史时间的推移等朝向前者局部性或整体性转型,最终实现保障型城市社区体育公共服务的范围及内容进一步扩大和丰富。研究旨在为构建一个适合我国经济社会阶段性发展特征、符合公众现实体育需求、惠及全民、相对均衡、水平适度及可持续发展的城市社区体育公共服务体系提供一定理论参考。更多还原

【Abstract】 This paper analyzed stratification and characteristics of urban community sports public service in the perspective of public supply and demand relation by the methods of literature review and expert interview. The results showed that,according to certain stratification standard,urban community sports public service can be divided into two types by following the basic law that public supply must meet the public demand. The two types are guarantee type and development-oriented type. The proportion of these two types in the whole urban community sports public service system will have dynamic changes along with the economic and social development and the change of sports public supply and demand relation. Sports public supply and demand relation will have local or overall transformation along with the increase of government’s financial power,the improvement of government policy support,the change of regional economic and social development,and the pass of historical time. Finally,guarantee type will be enlarged and enriched in range and content. The purpose of this study is to provide some theoretical references to construct a urban community sports public service system which suits the periodical development features of our economic and society,meets the real sport needs of the public,benefits all the people,and is relatively balanced,moderate and sustainable.更多还原
