【Abstract】 Planning and designing process of access to archives is a key element not only connecting subject and object,but also an important guarantee to realize the goal of procedure regulation on access to archives. The paper analyses and designs thoroughly the goal,origin and destination, content and process,key activity and bottleneck activity of procedure regulation on access to archives.
