【摘要】 本文分析了我国以农民工为主体的民营企业劳动力短缺的现状和特点,分别从国家政策、微观环境及农民工的特殊身份等方面分析了原因,并提出了应对措施,如实行以农村土地制度改革为基础的户籍制度改革,为农村剩余劳动力的合理流动创造条件;建立公平公正的市场环境,提高民营企业的地位;完善法律法规和社会保障制度,为民营企业吸收劳动力开绿灯;提高企业的生产水平及资本有机构成;努力营造良好的企业内部环境,满足非家族员工的归属感:加强企业员工的教育和培训,努力培养农民工的职业精神等等。总之,只有经过多方面的努力,才能解决民营企业劳动力短缺的问题,为民营企业的健康发展创造条件。更多还原

【Abstract】 This paper analyzes the situation and characteristics of labor force shortage in China’ s enterprise,with the migrant workers as the main body.The analysis has been carried on respectively from the national policy,the micro environment and the special status of migrant workers and others,and this paper puts forward some corresponding measures,such as the implementing the reform of the household registration system,which based on the reform of rural land system,creating conditions for the rational flow of rural surplus labor;establishing fair market environment;and improving the status of private enterprises.The establishments of scientific laws and regulations and the social security system gives private enterprises the permission to absorb labor;improves the level of technology and equipment,and efforts to improve the organic composition of their capital;strives to create a good internal environment for the enterprise to meet the non-family employees’ sense of belonging;strengthens the enterprise staff’s education and training to cultivate their professional spirit.In short,only through a number of efforts,can the contradiction of the labor force shortage of private enterprise be solved,and can the conditions for healthy development of private enterprises be created.更多还原
