【Abstract】 It was very pity that Chinese fiscal real condition was neglected according with these analysis. The theory of Public Choice and Institutional Change are very useful instruments for explaining real economic institution in order to review Chinese fiscal transfer systems. Factually,it lacks of necessary condition for establishment of horizontal fiscal transfer payments. Perfecting vertical fiscal transfers should be payed more attentions to.
