滁州市多轮次政府流程再造治理模式分析——兼论地方政府整体服务
An Case Study of the Five Rounds’ Government Process Reengineering in Chuzhou City——On Overall Service Performance of Local Government
【摘要】 本文基于滁州市政务服务中心的实证调研,全面分析了发展演变中的滁州市行政审批制度改革与政府流程再造创新实践,揭示其中的制度创新背景、流程再造思路与策略、技术创新方法与手段;同时也对"碎片化"政务服务现状进行思考,从整体政府服务的角度,为地方政府更好地实施整体服务提供若干政策建议。
【Abstract】 In this paper,the action trajectory and the value concept of e-administrative service innovation of the five rounds of government process reengineering are described in Chuzhou during 2006-2012,and the background,value orientation,innovation and reconstruction results of each round are analyzed;at the same time,some ideas,strategies and methods of the multi-rounds’ government process reengineering are summarized.Finally,from the point view of overall government services,some ideas and policy measures are put forward to break government"fragmentation"services.
