【摘要】 当人类社会实现从统治、管理,到治理方式的演进,公共领域的伦理观念也将随之发生变化。与统治时代的君臣伦理、管理时代的行政伦理相比,治理时代以平等、合作、多中心和网络化为核心特征,这些特征内在地要求公共伦理以公益和公德、信任和宽容、责任和契约为关键词。强化认知、实践参与和元治理是塑造这一伦理关怀的基本途径。中国作为一个伦理本位的国家,在加强法制化建设的今天,在善治视野下探究公共伦理的塑造路径具有重要的理论价值和实践意义。更多还原

【Abstract】 When human society evolutes from government,management,and to govern-ance,public ethics change too.Compared to the liege ethics in government era and administrative ethics in management era,the core characteristics are equality,cooperation,polycentric and network in governance era.These chara-cteristics require public ethics with keywords of public welfare-moral,trust-tolerance,and responsibility-contract.The basic ways to shape this ethics are strengthen cognitive,participation in practice,and original governance.更多还原
