【摘要】 特殊监管区域是经国务院批准,设立在中华人民共和国关境内,赋予联接国际国内两个市场的特殊功能和政策,实施封闭监管的特定经济功能区域。本文从特殊监管区域货物通关模式、动植物检疫法律法规依据、国际惯例、开放型经济发展要求以及特殊监管区域动植物疫情传入态势等5方面着手,说明了特殊监管区域实施进出境动植物检疫的必要性。本文还从制定完善相关动植物检疫法规、落实检验检疫设施建设标准、加大信息化推广力度以及加强特殊监管区域执法把关等4个方面提出了建议。更多还原

【Abstract】 Special customs controlling zone was approved by State Council,establishing in the customs territory of the People’s Republic of China, giving the special function and policy to connection of international and domestic markets, and implementation of special economic functional closed supervision. In the paper, customs clearance model, basis for animal and plant quarantine laws, international conventions, the requirements of open economy and animal and plant epidemic invasion situation etc. fi ve aspects described the necessary of implementation of the entry and exit animal and plant quarantine in the special customs controlling zone. And gave some suggestions on formulation of relevant animal and plant quarantine regulations, the implementation of the inspection and quarantine facility construction standards, increasing efforts to promote information technology as well as strengthening law enforcement.更多还原
