甘肃省区域科技创新能力综合评价——基于灰色模型
Comprehensive Evaluation for Regional Technology Innovation Ability of Gansu Province Based on Grey Model
【摘要】 运用灰色综合评价理论,基于甘肃省2011年科技进步监测数据,从科技创新环境、科技创新投入、科技创新产出和科技促进经济发展4个方面,对甘肃省科技创新能力的整体水平分层次进行评价,进一步得到各市州科技创新能力的综合排名。根据评价结果分析了各市州在科技创新能力方面存在的薄弱环节,并在宏观政策上给予一定的对策建议,为地方政府有效提高科技创新能力提供基础参考。
【Abstract】 The article evaluated the overall level of science and technology innovation ability of Gansu Provinceon the basis of the grey comprehensive evaluation theory, used the data of scientific and technological progressof Gansu Province in 2011. The evaluation based on four aspects, which includes the environment, investmentand output of scientific and technological innovation, as well as the technology promoting economicdevelopment. And then drew the comprehensive rankings of the creative ability of each city. According to theevaluation results, paper analyzed the weak link of each region, thus gave some countermeasures andsuggestions on the macro policy, and provided a basic reference for local governments to improve technological innovation ability effectively.
