【摘要】 我国饮用水源保护法律制度存在立法滞后、重城轻农、公众参与制度缺位、责任制度缺乏力度等方面的缺陷,严重地威胁了人民群众的饮用水安全和身体健康。借鉴发达国家从不同角度、阶段保障饮用水源安全的经验,可以从饮用水源优先保护、城市与农村并重保护、公众充分参与和严格法律责任制度四个方面来完善我国饮用水源法律制度。更多还原

【Abstract】 Our legal system of protect drinking water sources have some shortcomings like legislation lags, emphasis on urban but light agriculture, absence of public participation system and lack of accountability efforts, it serious threat to the safety of people’s drinking water and health. This article analyzing and drawing the experience of developed country protected the safety of drinking water sources from different angles and stage, for instance, the guiding ideology of legislation, legal measures taken for the protection of drinking water sources and pollution abroad and the development of the penalty. This article from the priority of drinking water source protection, both urban and rural protection, the full participation of the public and strict legal liability system four aspects put forward the basic countermeasures and suggestions of perfecting our country’s drinking water legal system.更多还原
