【摘要】 以提高教育质量为旨趣的教育改革与发展需要理论的指导,更需要标准的驱动。参照世界三大质量标准的价值取向,建立教育质量国家标准应观照以下几点:概念层面要对符合"质量"需求的关键事项及其概念做出明确选择与清晰界定;设计层面要以结果为导向,重视国家标准的通用性、可持续性;制定层面要注重具体标准的优先性;实施层面要关注政策执行研究的重要性。此外,标准建立与实践过程中还要处理好以下几种关系:标准的能力与限度之间的张力问题处理;全球化视野与本土化操作之间的平衡点;优先项与其他项之间的关系处理;静与动的关系处理;一与多的关系处理;小与大的关系处理。更多还原

【Abstract】 Some theories and standards are essentially employed to guide and promote the educational reform and development which aims at improving the quality of education.With reference to the value orientation of"Three Big World Quality Award",several critical points should be taken into consideration in the establishment of the national standards for education.First,in the level of concept,the concept and category should be strictly selected and exactly defined to meet the need of the national standards for education.Second,in the level of blue-print design,great importance should be attached to the universality and sustainability of the national standards within the orientation of probable results.Third,in the level of establishment,more attention should be paid to the priority of some practical standards.Fourth,in the level of implementation,the importance of researches on policy implementation should be taken into concern.Besides,the five following relations should be dealt with very well in the process of the establishment and practice of national standards for education:tension between the capacity and limit of standards;balance between global vision and localized operation;priority between various items;harmony between actuality and development,between single object and multiple values,and between exact concept and great capability.更多还原
