【摘要】 目的:从理论框架角度,探讨构建公立医院公益性评价指标体系。方法:基于文献研究,按照"微观-中观宏观-可持续发展"和"内涵-外延-成效目标"的思路,采取关键业绩指标法构建评价指标体系,并用改良的DELPHI法对指标体系进行初步评价。结果:公立医院公益性指标体系包括医疗服务、社会服务和服务评价三个维度;除个别三级指标尚需要进一步认证和调整外,公立医院公益性评价指标体系基本上得到专家认可,预测精度较高且专家们协调程度较高。结论:公立医院公益性评价指标体系的理论框架,为推进公立医院公益性回归并取得共识,提供了可能的切入点和必要参考。更多还原

【Abstract】 Objective: To set a public welfare evaluation index system in public hospitals from theoretical framework prospective. Methods: Based on literature research, it sets the evaluation index system by taking KPI method, according to the thought about "microcosmic-middle-macroscopic view-sustainable development" and "connotation-extension-effects and goals", and the system is assessed using improved DELPHI method. Results: There are 3 dimensions in the public welfare evaluation system including medical services, social services and services assessment; the system is nearly completely agreed on except a few individual indicators which belong to III level index, got higher forecast precision, and it shows that the experts have better compatibility. Conclusion: The theoretical framework of public welfare evaluation system would be good for offering the probability of starting point and essential reference to improve public welfare return in quest of reaching a consensus in public hospitals.更多还原
