【Abstract】 China will gradually rise from a regional power to a dominance of global power,and the upgrading of national strategy put forward new demands to adjust the going out strategy of agriculture.In this context,starting in the 1950s,the Africa-agricultural aid has achieved a qualitative leap after FOCAC summit in 2006.However,how to maximize the effect of going out strategy of agriculture? Technical assistance of seed research and development provides a possible way.This paper investigated the necessity and strategic significance of technical assistance of seed research and deuelopment to African countries,and discussed the feasibility and initial program.更多还原
