基于GIS的广州市洪灾风险评价

【摘要】 运用GIS技术和AHP模型,选取洪水危险性和承灾体脆弱性两个二级指标以及洪灾灾次、地形因子、河网因子、年暴雨日数、年降雨量、防洪因子、人均GDP、人口密度和经济密度等九个三级指标对广州洪灾风险进行评价。结果显示:越秀区和南沙区的绝大部分等区域风险最高,风险度高于0.75,这些地区应高度重视防洪建设;海珠区绝大部分等区域风险较高,风险度高于0.65,应特别加以防范;萝岗区大部分等区域风险较低;风险最低处分布于从化等的山区。评价结果可为广州市防洪减灾提供依据。

【Abstract】 The assessment of flood-risk in Guangzhou City is based on AHP( Analytic Hierarchy Process) model with 2 second-hierarchy indicators: danger of floods,disaster-vulnerability,and 9 third-hierarchy indicators: frequency of floods,terrain factor,river network, annual number of days of heavy rain,annual rainfall,flood-control factor,GDP per capita,population density and economy density. the conclusions show: The vast majority of Nansha District and Yuexiu District,most of Liwan District,the south,east,and north of Panyu District,Plain by the middle and lower of Zengjiang River,Xifu River watershed and Dongjiang River watershed are the highest-risk areas with a degree of higher than 0. 75. In these areas,we should attach great importance to the flood-control construction. The vast majority of Haizhu District,the northern region of Panyu District in south of University Town,part of Liwan District,the east of Huangpu District, the central and southern regions of Zengcheng District,the west of Baiyun District,the south of Huadu District and Xinhua Town are higher-risk areas with a degree of higher than 0. 65,in which special prevention measures should be taken. The majority of Luogang District,the east of Baiyun District,the north of Zengcheng and the north of Tianhe District are lower-risk areas. The lowest-risk areas distribute in the mountain areas in Conghua District,Huadu District,Baiyun District,Zengcheng District,Luogang and Zengcheng districts. The assessment results may provide reference for floods prevention and mitigation of Guangzhou city.
