【Abstract】 It is firstly proposed in this document a viewpoint of putting the distribution of financial special fund into the overall financial investment management system of"planning-investment-fund distribution-project implementation-performance management"for positioning,and based on this,the management situation and development trend in terms of the setting up direction,distribution method, centralized support,focusing on performance,supervision in many ways,etc. of central financial special fund of environmental protection during the"11th Five Year"period are analyzed. The paper further analyzes the corresponding changes brought to the project management by these changes and the relevant recommendations,and offers references for strengthening the management on financial environmental protection projects.更多还原
