煤炭总量控制的碳减排协同效应分析
Co-benefit Analysis of Coal Consumption Control Measures
【摘要】 为加强大气污染治理,2013年9月国务院出台了《大气污染防治行动计划(2013-2017)》,提出了更加细化和严格的大气污染治理措施,并且第一次明确提出国家煤炭消费总量中长期控制目标,各省市随后陆续出台了相应的地方行动计划。合理控制煤炭消费,既是从源头上控制我国环境污染的重要手段,也是减排温室气体、推动低碳发展的关键举措,具有显著的协同效益。本文对《大气污染防治行动计划(2013-2017)》要求下几个重点区域煤炭消费总量控制政策的碳减排效果进行了测算分析,结果显示,到2017年通过控煤措施能额外带来超过6亿tCO2的减排量。未来我国应该在全国范围内加强对煤炭消费控制政策的实施,并在尽量减少和避免"碳泄漏"的情况下,优先采纳协同效益高的控煤措施。
【Abstract】 in order to strengthen the air pollution control of China,the State Council promulgated the Air Pollution Control Action Plan(2013-2017) in September 2013,proposing more detailed and stricter air pollution control measures and proposing the total coal consumption control target for the first time.Following this policy,all provinces and cities issue the regional action plans correspondingly.Coal consumption control policy can bring about co-benefit for China,which will not only reduce air pollution from the source,but also reduce the GHGs emission and promote lowcarbon development.This paper calculates and analyzes the effects of coal consumption control measures in key areas on carbon emission reduction according to the requirement of the Air Pollution Control Action Plan(2013-2017).It shows that these measures will bring more than 600 million tons of additional CO2 emission reduction in 2017.It is recommended that the total coal consumption control policies should be enhanced nationwide in the future and those with higher co-benefit should be selected in priority with the efforts given to reduce and avoid carbon leakage due to these measures.
