【摘要】 本文分析了"十二五"甘肃省科技投入机制及特点,测算了科技投入目标实现程度及差距,认为投入差距大、投入结构不合理、主体投入增速不平衡、社会风险投入机制不完善等是甘肃省科技投入的主要问题,其原因主要是经济基础薄弱、企业规模小、创新人才短缺。在此基础上,提出进一步完善科技投入机制的四点建议,为"十二五"目标的实现与"十三五"规划研究提供依据。更多还原

【Abstract】 Mechanism and characteristics of investments during the"12th Five-Year Plan"in Gansu province were analyzed,and the achievements and gaps were evaluated. It has been found that the major problems are relative low investments,and unreasonable investment structures,and unbalanced investments among research institutes,and imperfect social risk investment mechanism because of weak economic foundation,and small-scale of enterprises,and shortage of special personnel. On this basis,the suggestions for improving scientific and technological investment mechanism were proposed in order to achieve the goals of"12th Five-Year Plan"and to provide the evidences for making planning for"13th Five-Year Plan"in Gansu province.更多还原
