【摘要】 为了解决煤炭开采加工中的环境问题,我国政府不断调整环境规制政策,经历了框架构建阶段、逐步实施阶段,逐渐进入规制加强阶段。环境规制政策的实施促进了煤炭行业在技术、管理、制度等方面的创新,在矿区综合治理技术、洗选加工清洁转化技术、节能技术、绿色开采技术等方面取得了较大突破。考虑到煤炭产品的特殊性,政府还应完善税收、价格等方面加以支持,以进一步激发煤炭行业的技术创新。更多还原

【Abstract】 Environmental regulation has been taken in our country to solve the environmental impacts produced by coal industry.The regulation period is divided into three phases,frame design phase, implementation phase and strengthen phase.The environmental regulation stimulates coal industry to innovation in many fields.Great breakthroughs have taken place in washing and processing technology, energy saving technology,green mining technology.As a special kind of industry,its product has little heterogeneity.So regulation measures should be improved to further stimulate innovation.更多还原
