电子巡航系统信息特征及在海事监管中的应用

【摘要】 电子巡航已在长江干线实施逾两年,其信息特征及在海事监管中的应用问题尚未得到深入研究。通过实地调研和系统功能分析发现,电子巡航整合了AIS、VTS等系统,具有数据自动采集和智能评估两大特征;其在海事动态监管中的应用主要体现在辖区自动巡航监视、重点水域和船舶监控、船舶交通组织和维护、船舶违章远程发现和纠正、船舶违章取证、通航信息发布等方面。作为一种新兴系统,电子巡航存在系统不稳定,电子江图不精确,AIS、GPS和VTS信号没有完全融合等问题,需要进一步改进。

【Abstract】 Electronic patrol system has been applied in the supervision by the Yangtze River Maritime Safety Agency for over two years,this paper studies the information attributes and suggests more applications.The results of field researches and system function analysis indicate that the electronic patrol system,which incorporates existing systems like VTS and AIS,features automatic data acquisition and intelligent assessment,therefore,can be a powerful tool in remote patrol of critical area and monitoring special ships,traffic organization and maintenance,traffic violations remote detection and correction,navigation information distribution and other functions.As an emerging technology system,the system stability of electronic patrol system,accuracy of ENC,and completely fusing of information from AIS/GPS/VTS can be further improved.
