【摘要】 <正>最需要防范的是,没有认清现阶段房地产投资回落的客观规律性,而盲目通过放松信贷、土地和税收等办法,对房地产市场实行不恰当的刺激自1998年住房制度全面改革以来,中国住房市场化程度不断提高,住宅投资增速明显,商品住房竣工量大幅提高,城镇住房供应总量不断上升,城镇住房存量显著增加。从国际经验看,在总量水平上,住房市场供求关系将趋向平衡。然而,在中国城镇居民住房条件得到持续改善、住房保障覆盖面逐步提高的同时,中国住房市场发展也面临着一些突出的矛盾和问题。本文分析了当前中国房地产市场运行中

【Abstract】 The gap between home prices in the country’s biggest cities and those in the smaller ones will continue to widen,posing systematic risks,say Ren Xingzhou,Liu Weimin and Shao Ting,analysts at the Development Research Center of the State Council.Land prices in big cities are rising rapidly,raising the costs for developers,and those costs will ultimately be passed on to homebuyers.Meanwhile,the biggest risk for smaller cities is oversupply.The problem has worsened due to slower economic growth and local governments’ reliance on revenue from land sales to property developers.The analysts warned against blind stimulus to boost property market investment,and said improving property tax schemes,building a complete and updated database on property information and enhancing land regulations are the necessary long-term solutions.
