煤矿安全管理效率研究

【摘要】 为提高煤矿的安全管理水平,有必要研究煤矿安全管理效率。采用文献回顾、概念分析以及归纳的方法,研究煤矿安全管理效率的定义,确定包括煤矿安全管理效果、安全基础水平和安全管理资源等3大类共25个指标。运用定量计算和调研方法,分别为定量指标和定性指标赋值。用广义灰靶决策方法,评价4个煤矿(SW矿、DX矿、FZ矿和QD矿)的安全管理效率。评价结果表明:SW矿的安全管理效率最高,FZ矿的安全管理效率最低,与实际结果相符。

【Abstract】 Investigating the safety management efficiency of a coalmine is to improve its safety management ensuring the coal production under a safety condition. The definition of coal mining safety management efficiency was first studied through reviewing the reported literature and analyzing and generalizing the related concepts of management efficiency. Based on definition an index system was built for coal mining safety management efficiency including 25 indices classified into safety effects,safety bases and safety management resources. Then,value assignment to quantitative indices was carried out by calculation,while that to qualitative indices was by inquiring. Finally,four coalmines(SW coalmine,DX coalmine,FZ coalmine and QD coalmine) from different coal groups were selected to evaluate their safety management efficiency using the generalized grey target decision method. The evaluation result shows that safety management efficiency of SW coalmine is best,while that of FZ coalmine is worst,as reflects the fact.
