建筑施工企业合理安全投入的动态优化控制
Dynamic optimization control on rational safety investment in construction enterprises
【摘要】 为降低建筑施工安全事故率,利用动态优化控制方法,研究建筑施工企业的合理安全投入。探讨安全投入的全面性、隐蔽性、滞后性等特征,研究人员、技术设施和文明管理等安全投入的构成,进而建立安全投入评价指标体系。运用安全投入相关度模型,测算各项安全投入指标对于减少实际经济损失的贡献程度,并进行安全投入配比的动态优化,最后给出应用示例。结果表明,该方法可通过调整建筑施工企业安全投入的合理配比,实现建筑施工企业安全控制目标,从而提高建筑施工企业安全监督管理水平。
【Abstract】 In order to decrease construction enterprises’ safety accident rate,reasonable safety investment for construction enterprises was studied by a method of dynamic optimization control. Characteristics of safety investment were discussed,including comprehensiveness,concealment and backwardness,and forms of safety investment was defined,including staff,technical facilities,and civilized management investment,then an evaluation index system of safety investment was built. A safety investment correlation model was used to estimate the contribution of each safety investment index to reducing actual economic loss and dynamically optimize the proportioning of safety investment. Finally,an application example was given.The results show that this method can be used to adjust the reasonable proportion of safety investment,achieve safety control goals and therefore improve the level of safety supervision management for construction enterprises.
