【摘要】 以承认人人(代际之间和代际之内)都平等享有分配生态环境资源的资格和权利为价值内核的环境正义是解决生态环境问题的哲学基石。环境正义从价值诉求到现实形态,遭遇到的真实境况就是资本追逐利润最大化与维护公共利益之间的博弈,以及这种博弈主体力量的失衡所导致的利益失衡。政府应切实承担起作为生态正义代言人、生态公共产品提供者、生态环境监管者和生态权利冲突的仲裁者的责任,构建和执行维护生态正义的制度和规章,是解决环境问题、实现生态正义的关键。更多还原

【Abstract】 Environmental justice is the cornerstone of the philosophy of solving environmental problems which recognizing that everyone(between generations and intergenerational within)have equal qualification and access to the allocated ecological resources.The biggest obstacle to achieve environmental justice is the imbalance of power and interest,and the capital chasing profit impulse erosion of public interests,which is the crux of the current Chinese environmental problems lies.The transformation of governmental functions,and the reshaping of its public service role,is the right way to solve environmental problems.更多还原
