【Abstract】 "Multiple level in one medical insurance system " is a practical policy arrangements and effective way to transit a binary urban and rural security system to a integration security system, and an inevitable choice to achieve the integration of urban and rural health care system, to make the system a smooth transition, to guarantee fairness in health care development and the diversity of demands from the insured, and to develop in a direction of sounder and fairer national integrated health care system. However, it is still needed to study the policy for further theory exploration and practice inspection, therefore to understand what a positive impact it will play on the system for the future development.
