【摘要】 大学章程被誉为大学的"宪法",近年来,理论界和教育主管部门已经意识到大学章程的重要性。然而,中国现行的公立大学章程在法律效力、制定程序、文本内容、监督机制等方面存在诸多问题。建议通过提升大学章程的法律效力,将制定程序纳入立法程序中,文本内容具体化、特色化,建立专门独立的监督机构执行监督等措施来完善大学章程。更多还原

【Abstract】 The university statute is honored as the " constitution" of university. In recent years,academic circles and educational major departments have realized the importance of the university statute. However,there are many problems in Chinese present university statute from the aspect of legal effect,making procedure,the text content and the supervision mechanism. The suggestions to improve the university statute are that let the university making procedures legislated and the text content specific and characteristic as well as let the special supervision agency established.更多还原
