【Abstract】 Construction of a service system for the National Scientific and Technical Reports(NSTRs) is one of the key aspects for the establishment of management institutions for NSTRs,which plays a key role in improving the effectiveness of the whole working system.This paper focused on the elements of the service system of NSTRs,and presents the main mechanisms to achieve the benefit balance between different stakeholders.In addition,some suggestions and ideas were put forward on the design principle,content and expansion of the function of NSTRs service system.更多还原
