【摘要】 对基于公平性的CO2排放权分配进行了研究。从理论上探讨了公平性评价参数对CO2排放权分配的影响;从实证研究上,基于省级面板数据,采用K-均值聚类分析和基尼系数法对CO2排放现状进行了分析;最后,采用线性规划法设计了一套CO2排放权分配方案,根据分配的结果,与排放现状进行对比分析。结果表明:应用基尼系数法和线性规划法对重庆40个区县的CO2排放进行评估和分配,可使得分配更加公平和合理。更多还原

【Abstract】 CO2 emission right allocation under equity principle is studied in the paper. Firstly,it is discussed how fairness evaluation parameters theoretically influenced CO2 emission right allocation. Secondly,the current condition of CO2 emissions is analyzed with panel data,K-means clustering analysis and Gini coefficient method. Finally,an allocation plan of CO2 emission right is designed based on linear programming. Compared to current emission condition,allocation results are analyzed. The results showed that: the application of Gini coefficient and linear programming evaluated and allocated CO2 emissions of Chongqing,and made the allocation schemes more fair and reasonable,providing important reference value for the regional carbon emission trade market.更多还原
