【Abstract】 As a kind of realization form of the inner-party democracy,inner-party consultative democracy can fully embody the essence of the inner-party democracy. Marx and Engels’ theory of inner-party democracy contains abundant inner-party thoughts of deliberative democracy. These thoughts show that the essence of inner-party consultative democracy is all equal in the party,the development of deliberative democracy in the party to maintain the party’s solidarity and unity as the goal,to develop the deliberative democracy within the party’s security is built based on the articles of association,as a fundamental principle of democratic centralism and the specific institutional arrangements to support system of innerparty democracy.
