【摘要】 城市社区居民自治主要以社区居民委员会为核心,发挥其自治功能、协助功能、协调功能。但实践中城市社区居民自治制度存在居委会自治功能弱化、社区居民参与自治意识淡薄、居民委员会与业主自治组织的关系模糊等问题。针对上述问题,必须完善相关立法强化社区居民委员会的自治地位、提高居民参与自治意识、理顺居民委员会与业主自治组织的关系,确保实现真正的社区居民自治。更多还原

【Abstract】 The urban community residents’ autonomy is the need of the party and state in the leading of city people and a powerful impetus to the city’s democracy.The urban community residents regard community residents’ committee as the core and make use of its autonomous function,assisting function and coordination function.But in practice the urban community residents’ autonomous system has some problems such as the weakening of residents’ committees’ autonomous function,fuzzy relationship between the residents’ committee and the owner autonomy organizations.Thus,it is necessary to perfect relevant legislation to strengthen community residents’ committee’s autonomous status,to improve residents’ autonomous participation consciousness,to straighten out the relationship between the residents’ committees and the owner autonomy organization and to ensure community residents’ autonomy.更多还原
